BY-LAWS

ARTICLE I

SECTION 1 - MEMBERSHIP

All licensed radio amateurs shall be eligible as Full Members of the Society at the discretion of the membership. Full Membership shall be by application and shall be accompanied by a copy of the applicant's valid license. Non Licensed persons are eligible for membership but may not use equipment owned by the society unless allowed by the rules of the FCC/ARRL. Acceptance shall be by a majority ballot of the Voting Members at any regular meeting, provided there be a quorum. All persons with a genuine interest in amateur radio, whether licensed or not, and residing at the same address as a Full Member, shall be eligible for Family Membership. Members who participated in the formation and establishment of the Society shall be designated as Charter Members. Honorary Membership may be bestowed upon those whom the membership may deem deserving of such. Contributing Members shall have all the privileges of Full Members with the exceptions of (a) voting, (b) holding of elective office. Family Members shall have all the privileges of Full Members with the exception of multiple Society mailings. Lifetime Member is the highest Honored form of membership. Eligibility: The candidate must be a Full Member in good standing. The candidate would have had to be a member for at least ten consecutive years. The candidate must have contributed an extraordinary amount of time/monies and/or support to the Society. A candidate meeting these criteria may be nominated at any meeting and the nomination shall be sent to the Executive Board for review. The Executive Board shall then have until the next regular meeting to render a decision to the fact that the candidate has qualified for the Lifetime Membership Honor and at that time, may be approved by a majority ballot of the Voting Members, provided there be a quorum. Those licensed Honorary Members at this time dated October 29, 2000 shall be given the option of being grand-fathered in and from now on be classified as Lifetime Members.. Definitions of membership may be found on the Definition of Membership page. No member of the Society shall solicit other members of the Society for membership in other organizations at the regular meetings, events sponsored by the Society or on repeaters operated or sponsored by the Society.

   SECTION 2 - ELIGIBILITY TO VOTE

 

Charter, Lifetime, Full, and Family Members shall be eligible to vote on business brought before the Society.

SECTION 3 - DUTIES OF MEMBERSHIP

 

Members, upon acceptance, shall serve on committees or on appointed Posts at the pleasure of the President Members may be transferred from one committee or post to another when it is felt and agreed upon that the change is for the betterment of the Society.

 

SECTION 4 - ELIGIBILITY FOR OFFICE

 

Only persons having full membership privileges i.e. Charter, Lifetime,  Full and Family Members shall be eligible to hold any office in the Society. Nominations for office of the Society, shall be made and seconded only by persons having Full Membership privileges, i.e. Charter, Lifetime, Full, and Family Members.

ARTICLE II – DUES

 

Pursuant to Article V of the Constitution of the Society, Full Members shall pay dues of $25.00 for twelve months Family members shall pay dues of $5.00 for Twelve months. Contributing members shall pay 1/2 of the annual dues paid by full members. New applicants shall pay full annual dues at time of joining the Society.  Members joining the Society in December shall have a 13 month membership.

Any additional fees for the operation of the Society may be levied upon the membership as necessary. Motions or proposals made for said fees may be approved by a majority ballot of the Voting Members at any meeting, providing all Voting Members have been notified by E-Mail to each member and or announced for the period of 7 consecutive days on the nightly traffic net of the intent to vote upon said fees at a specified time and provided there be a quorum. Motions or proposals may be submitted at any meeting and may not be voted upon until the next regular meeting. Members that are one month or more in arrears shall be notified in writing and thirty days thereafter shall be automatically removed from the membership. In the case of financial hardship, the General Trustee may grant an extension.

ARTICLE III - MEETINGS

A regular meeting of the Society shall be held monthly at the River Wood Park, Building 2 Club House on the second Thursday of every month of the calendar year at 7:00 pm. The President or any two Officers may call a special meeting at any time it may be necessary, provided that five days written notice be given to all Voting Members. The Executive Committee shall meet at least once monthly prior to the regular meeting. The date, time, and location of this meeting shall be made public via announcements on the Society's Primary Repeater and all Voting Members shall be welcome to attend.

ARTICLE IV - EQUIPMENT

                                                      SECTION 1- PRIMARY REPEATER

The two-meter (146.910) repeater shall be referred to and known as the Primary Repeater.

                                                           SECTION 2 - ACCOUNTING

All equipment, owned by or on loan to the Society, shall be placed on an inventory list kept by the General Trustee. Copies of this list will be filed with the Secretary, for insurance purposes and shall be provided to any member of the Society upon their request. All records of the Society, including those records kept on electronic media, are the exclusive property of the Society and as such shall be available to any member of the Society within 14 days after request is made. Requests must be made in person and at normal monthly business meeting.  Only members of the Repeater Committee shall have access to records regarding the control programs used in repeater controllers owned by the Society.

                                                        SECTION 3 - DISBURSEMENT

If the Society is dissolved, all equipment on loan shall be returned to the lender in "as is" condition. All equipment owned by the Society shall be sold and any monies remaining, after all outstanding obligations have been satisfied shall be donated to the American Radio Relay League.

ARTICLE V – EXPENDITURES

                                     SECTION 1- GREATER THAN FIVE HUNDRED DOLLARS

Motions or proposals made representing expenditures greater than FIVE hundred dollars ($500.00), may be approved by a majority ballot of the Voting Members at any meeting.  Provided that all Voting Members have been notified by mail or E-Mail of the intent to vote on the expenditure and provided there be a quorum. Motions or proposals shall be submitted at any meeting and may not be voted upon until the next regular meeting.

The following items well be exempt from this Article and may be approved by a majority ballot of the Voting Members any meeting, provided there be a quorum.

a) Annual reoccurring expenses necessary for the Society to legally function as stated by the By-Laws.

b) Expenditures for emergency repairs needed to keep the Society's Primary Repeater operational, provided such expenditures do not exceed SEVEN HUNDRED FIFTY DOLLARS ($750.00)

c) Reasonable incurred expenses in the event of a declared emergency by any emergency services organization.

d) Expenses for normal operations in support of socialization activates for the club.   

SECTION 2 - MISCELLANEOUS

The treasurer shall be empowered to authorize unscheduled expenditure requests by the Repeater Committee. These requests shall not exceed ONE HUNDRED DOLLARS  ($100.00). The treasurer shall issue reimbursement only when presented with a receipt(s) from the original supplier. The Treasurer shall report these expenditures at the next regularly scheduled business meeting.

ARTICLE VI - DEFINITION OF MEMBERSHIPS

Types of membership and entitlements

1)       Full Members are as follows:

a) A full member shall be entitled to all Society functions.

b) Having to pay full dues as per the Constitution and By-Laws.

c)  Having the right to vote on and conduct Society business in accordance with the Constitution and By-Laws.

d) Having the right to participate in Society activities.

e)  Having the right to repeater use and echo link privileges

f) Having the right to Seven day notification for special election in accordance with the constitution and By-Laws

2)       Lifetime Members  are as follows:

a) Having the rights and duties of a Full Member.

b) Exceptions:

(I) Do not have to pay dues.

(ii) Must meet the criteria set forth in the By-Laws.

3)       Family Members are as follows:

a) Having the rights and duties of a full member.

b) Exceptions:

(I) Duplicate mailings will not be sent to family members.

(ii) Pay a reduced rate as set forth in the Constitution and By-Laws.
(iii) None licensed members shall not have the right to vote on society business.

4)       Charter Members  are as follows

a) Having all the rights and duties of a full member.

b) Having to be an original founding member.

c)  Not being required to pay dues as of November 2000.

6)       Honorary Memberships  are as follows:

a) Having all duties and rights of a full member

b) Exceptions:

(I) Is not required to pay dues as of November 2000

(II) Do not have the right to vote in accordance with the Constitution and By-Laws.

(III) Do not have the right to hold office in accordance with the Constitution and By-Laws.

(IV) ) Do not have the right to notification of special elections.
(V) Do not have the right to make motions or second them in accordance with the Constitution and By-Laws.
